Background

California Correctional Center (CCC) was a state prison in the city of Susanville in Northern California. It was a minimum-security facility. Also located in Susanville is the High Desert State Prison (California) (maximum security), and nearby the Federal Correctional Institution, Herlong. Lassen County has a concentration of prisons, which employ half of the adult population of Susanville. The state facilities prisons were severely overcrowded until 2012, when legislation was passed requiring reduction in prison populations.
