Der NPM betonte in der Vergangenheit immer wieder, dass es Inhaftierten allgemein ermöglicht werden soll, die Beziehungen zu ihren Familien und engen Freunden aufrecht zu erhalten (CPT/Inf (92) 3, Rz 51). Für Jugendliche im Strafvollzug hat dies sogar noch größere Bedeutung. Die CPT-Standards fordern, dass die Förderung des Kontaktes mit der Außenwelt das Leitprinzip sein sollte (CPT/Inf (99) 12; Rz 34).
